Le parc a été inauguré lors de la première des trois expositions fédérales de jardinage qui s'y sont tenues. Sur le site de l'ancien Kaiser-Wilhelm-Hain, du Buschmühlenpark, d'une décharge et d'anciens jardins familiaux en friche, un espace parc a été créé, dont le point central est la Florianturm, qui, avec ses 220 mètres, était alors le plus haut bâtiment d'Allemagne.
