La réserve naturelle de Lüneburger Heide est l'une des plus anciennes et des plus grandes réserves naturelles d'Allemagne et la plus ancienne et la plus grande réserve naturelle de Basse-Saxe. Le 29 décembre 1921, une zone de la Lüneburger Heide de quatre milles carrés a été déclarée parc naturel par le gouvernement Prussien, et l'ordonnance de protection est entrée en vigueur le 12 janvier 1922. L'ordonnance actuelle du gouvernement de district de Lünebourg « sur la réserve naturelle 'Lüneburger Heide' dans les districts de Harburg et Soltau-Fallingbostel » date du 17 juin 1993.
La superficie de la zone également appelée parc naturel Lüneburger Heide était identique à celle de ce dernier avant l'extension du parc naturel Lüneburger Heide en 2007.
