La fontaine du jubilé est située du côté nord-est de la place Neumarkt, l'une des places les plus importantes de la ville d'Elberfeld dans la ville de Wuppertal.
Elle a été fondée en 1895 par l'association d'embellissement d'Elberfeld à l'occasion du 25e anniversaire de son existence – d'où le nom de « fontaine du jubilé ». Il a été décidé qu'elle serait située devant la mairie d'Elberfeld. La construction de la mairie a également commencé en 1895. L'emplacement exact, dans l'axe de la Friedrichstraße et près de l'entrée principale de la mairie, a été annoncé par les édiles en 1900.
