Victor Horta appartiene ai grandi architetti Art Nouveau d'Europa. È nato a Gand nel 1861. Horta nacque a Gand da Petrus Horta, un calzolaio, e Henrica Coppieters. Ricevette un'istruzione secondaria al Reale Ateneo dell'Ottogracht. Nei primi anni della sua carriera lavorò come interior designer a Montmartre a Parigi. Uno dei suoi capolavori come architetto Art Nouveau e arredatore si trova in Louizalaan, la Casa Solvay (1894). In seguito passò all'Art Deco. Un bel esempio lo trovate vicino a Baron Hortastraat a Bruxelles: il Palazzo delle Belle Arti, o Bozar. Questo ''''quasi nascosto tempio'''' è maestro in tutta la sua complessità. Altri esempi sono la ''Volkshuis'' a Bruxelles. Fu distrutto nel 1965. Fu sostituito dal palazzone ''''La Tour Blaton''''.
