Non è un caso che i maestri dell'art nouveau Victor Horta e Henri Jacobs siano diventati grandi a Bruxelles. Nel XIX e all'inizio del XX secolo, qui a Bruxelles si sviluppò una visione secondo cui il cammino verso la civiltà e la cultura iniziava in un edificio di cui ogni parte dell'architettura doveva respirare il progetto pedagogico. Pascal Verbeken lo descrive nel suo splendido libro Brutopia come segue: "In comuni come Schaarbeek e Sint-Gillis sorgono veri e propri palazzi scolastici, ben illuminati e ventilati, con arredi progettati appositamente, mosaici e graffiti. Spesso possiedono una biblioteca, una palestra e un museo".
