Il progetto Schwalbe I è stato uno dei più grandi progetti di costruzione segreti del programma di rilocazione U del Terzo Reich. L'edificio con il nome in codice originale "Eisenkies" è uno dei più grandi sistemi di tunnel della Sauerland e si trova all'estremità orientale dell'odierna area urbana di Hemer, al confine con l'odierna area urbana di Menden vicino a Oberrödinghausen. Come parte del programma Geilenberg per garantire l'industria petrolifera rilevante per la guerra dalla totale distruzione da parte dei bombardamenti aerei alleati, i lavori sono iniziati alla fine di agosto 1944 per la costruzione di questo gigantesco sistema di tunnel nel nascosto Hönnetal della Sauerland nella cava Emil 1 dei Rheinisch-Westfälische Kalkwerke.
