Progettato negli anni '90, fa parte di un progetto di riqualificazione della zona dell'idroscalo di Ostia; infatti, poco distante da uno degli ingressi del porto sorge il Centro Habitat Mediterraneo, un'oasi di 20 ettari gestita dalla LIPU .
La costruzione viene affidata all'ATI , la quale, con un investimento di 120 miliardi di lire, inaugura il porto turistico di Roma in 32 mesi, nel giugno del 2001.
