Jan Peter Balkenende è il terzo Zeeuw nella storia ad essere primo ministro dei Paesi Bassi. La discendenza Zeeuw della famiglia Balkenende inizia intorno all'anno 1800 nello Zeelandia fiammingo. Un certo Pieter Balkenende si stabilì da Rotterdam nella Koegorspolder, situata al confine tra i comuni di Axel e Terneuzen. Sposò nel 1800 Tannetje Ester van Dixhoorn, proveniente da una famiglia di Axel. Un secolo dopo, i discendenti si stabilirono a Kapelle-Biezelinge, nel Sud-Beveland.
