Jan Peter Balkenende est le troisième Zélandais de l'histoire à être ministre-président des Pays-Bas. La descendance zélandaise de la famille Balkenende commence vers l'an 1800 en Zélande-Vlaanderen. Un certain Pieter Balkenende s'est installé depuis Rotterdam dans le polder de Koegors, situé à la frontière des communes d'Axel et de Terneuzen. Il a épousé en 1800 Tannetje Ester van Dixhoorn, originaire d'une famille d'Axel. Un siècle plus tard, des descendants se sont installés dans et autour de Kapelle-Biezelinge dans le Zuid-Beveland.
Les plus anciennes données trouvées sur les ancêtres de Jan Peter Balkenende datent du début du dix-septième siècle à Rotterdam. L'origine de la lignée se trouve probablement en Flandre.
