La costruzione del One World Trade Center è stata rinviata fino al 2006 a causa di dispute tra la Port Authority di New York e del New Jersey e il costruttore. Il One World Trade Center è considerato il primo edificio principale la cui costruzione si basa su un modello di informazioni edilizie tridimensionale. La pietra angolare simbolica del One World Trade Center è stata posata in una cerimonia il 4 luglio 2004, ma la costruzione della torre è stata sospesa fino al 2006. La pietra angolare è stata temporaneamente rimossa dal sito il 23 giugno 2006. Il progetto è stato ritardato a causa di dispute relative a denaro, sicurezza e design, ma le ultime questioni principali sono state risolte il 26 aprile 2006 con un accordo tra il costruttore Larry Silverstein e la Port Authority di New York e del New Jersey. Durante l'estate del 2006, gli esplosivi sono stati fatti esplodere al sito di costruzione del World Trade Center, testando l'uso di cariche per liberare la roccia madre per le fondamenta dell'edificio.
