Il Cato Institute è un think tank statunitense di orientamento libertario, con sede nella città di Washington D.C..
Fondato nel 1974 col nome di Charles Koch Foundation , dal luglio 1976 ha assunto la denominazione corrente. Secondo il Global Go To Think Tank Index Report dell'Università della Pennsylvania, il Cato Institute si classifica al 15esimo posto tra i migliori think tanks al mondo, ed al 10esimo posto negli Stati Uniti .
Il Cato Institute sostiene una filosofia politica di chiaro stampo libertario, caldeggiando un ruolo limitato per il governo negli affari interni ed esteri, a tutto favore di una piena economia di mercato. Tale posizione politica si sostanzia nel supporto ad una serie di politiche-bandiera, tra cui: abolizione delle leggi sul salario minimo; opposizione all'assistenza sanitaria universale; privatizzazione di molte agenzie governative ; politica estera non-interventista.
