Er werd een internationale wedstrijd uitgeschreven voor de nieuwbouw en deze werd gewonnen door de bekende architect Santiago Calatrava gekozen. De structuur moet een vrouw voorstellen die zich neervlijdt tegen de helling van de achterliggende heuvel.
