Elsene is een van de 19 tweetalige gemeenten die samen het Brussels Hoofdstedelijk Gewest vormen. De gemeente telt ruim 85.000 inwoners. Ze bevindt zich in het zuidoosten van Brussel en wordt in tweeën gedeeld door de zuidelijke uitbreiding van Brussel met de Louizalaan, die behoort tot de stad Brussel. Elsene is daardoor samen met Baarle-Hertog, Mesen en Sint-Gillis een van de vier Belgische gemeenten waarvan het grondgebied uit meerdere, niet-aaneengrenzende delen bestaat.
