Elsene er en af de 19 to-sprogede kommuner, der sammen danner Den Bruxelles Region. Kommunen har over 85.000 indbyggere. Den ligger i den sydøstlige del af Bruxelles og deles i to af den sydlige udvidelse af Bruxelles med Louizalaan, som tilhører byen Bruxelles. Derfor er Elsene sammen med Baarle-Hertog, Mesen og Sint-Gillis en af de fire belgiske kommuner, hvis område består af flere, ikke sammenhængende dele.
