Het Brussels Hoofdstedelijk Gewest is sinds 1989 een van de drie gewesten van België en bestaat uit 19 gemeenten, waaronder de stad Brussel, die de hoofdstad van België is. Het Gewest vormt een enclave in Vlaanderen die een totale oppervlakte van 161 km² heeft en 1.233.793 inwoners telt. Het hele stedelijk gebied van Brussel, inclusief de voorsteden buiten het eigenlijke gewest, telt ongeveer 1,8 miljoen inwoners en is daarmee de grootste agglomeratie van het land. Zowel de Vlaamse als Franse Gemeenschap oefenen hun bevoegdheden uit op het grondgebied van het Brussels Hoofdstedelijk Gewest.
