Dit imposante gebouw dateert uit 1879. Het is opgetrokken in neo-barokke stijl - zie de vele zuilen.
Vanuit dit gebouw gebeuren de financiële en juridische diensten voor het arrondissement Dinant-Philippeville. Even verderop bevindt zich de gevangenis van Dinant, de kleinse van Wallonië met 32 gevangenen.
Helemaal bovenop de voorgevel zie je Thémis, een mythologische Griekse, dochter van Uranus en Gaia, die over orakels zoals dat beroemde van Delphi heerste. Zij onderwees de mensheid in de wetten van gerechtigheid en zedenleer. Ze staat hier zo hoog, dat haar stem nog moeilijk gehoord wordt in onze dagen…
