Issum is een Duitse gemeente in de Nederrijnregio in Noordrijn-Westfalen. Op 31 december 2020 telde de gemeente 12.113 inwoners op een oppervlakte van 54,69 km².
Stadsdeel Sevelen behoorde tot het Overkwartier van Gelder en dus tot de Zuidelijke Nederlanden. Tijdens de Spaanse Successieoorlog werd het gebied door Pruisen ingenomen, samen met de andere gemeenten die vanaf 1713 officieel Pruisisch Opper-Gelre vormden. Na de Eerste Wereldoorlog viel het korte tijd onder de Belgische bezettingszone.
