Oldenburg is een zelfstandige stad in Nedersaksen. De gemeente draagt de officiële naam Oldenburg als afkorting van "Oldenburg in Oldenburg" ter differentiatie van Oldenburg in Holstein.
De huidige universiteitsstad was vroeger residentiestad en hoofdstad van de graafschap, het hertogdom, het groothertogdom, de Vrijstaat en het land Oldenburg. Na de steden Hannover en Braunschweig is zij de derde grootste stad van Nedersaksen, gevolgd door Osnabrück. Oldenburg is een van de bovencentra van het land Nedersaksen en was tot de ontbinding van de nedersaksische bestuursdistricten in 2004 de zetel van het bestuursdistrict Weser-Ems. Van 2005 tot 2013 was Oldenburg de zetel van een regeringsvertegenwoordiging van het land Nedersaksen, die in 2014 werd vervangen door een regionale vertegenwoordiger voor het Weser-Ems-gebied.
