De Landkreis Rothenburg ob der Tauber maakte deel uit van het Beierse regeringsdistrict Mittelfranken. Voor het begin van de Beierse gebiedshervorming aan het begin van de jaren '70 omvatte de Landkreis 61 gemeentes. De Landkreis had geen wapen.
De grootste plaatsen waren Schillingsfürst, Wörnitz, Dombühl en Neusitz. Van 1 april 1940 tot het einde van de Tweede Wereldoorlog behoorde ook de kreisunmittelbare stad Rothenburg ob der Tauber tot de Landkreis.
