Men veronderstelt tegenwoordig dat de stad gesticht werd in 25 na Christus met de naam Colonia Iulia Augusta Emerita op bevel van Octavius Augustus, voor veteranen van het 5de en 10de Legioen. De term 'emeritus' verwijst trouwens naar de gepensioneerde soldaten. Het werd de hoofdstad van de romeinse provincie Lusitania. En zo begon meteen een geweldige bloeiperiode waarvan vele bouwwerken getuigen: het theater, het anfitheater, het circus, de tempels, de bruggen, de aquaducten, het forum, de huizen, de thermen...
Gedurende eeuwen tot de val van het Westromeinse Rijk, was Mérida één van de belangrijkste juridische, economische, militaire en culturele centra en één van de grootste steden van het rijk.
