De eerste Joden vestigden zich in Rijeka vanuit de Italiaanse Adriatische kust in de 15e eeuw. De Joodse gemeenschap van Rijeka werd opgericht op 26 september 1781. De eerste synagoge van Rijeka was gevestigd in een drie verdiepingen tellend huis. In 1901 had de Joodse gemeenschap van Rijeka 2.600 leden. De bouw van de nieuwe synagoge begon nadat de Joodse gemeenschap van Rijeka vrijwillige bijdrage had verzameld voor de bouw van de synagoge. De bouw begon in 1902 aan Via del Pomerio 31 en werd voltooid op 18 september 1903. De nieuwe synagoge van Rijeka werd geopend op 22 oktober 1903. Het interieur van de synagoge was gebouwd in de Mudéjar-stijl.
