Since 2005, policymakers have been preparing for a significant population increase and the City of Brussels launched a '1000 Homes Plan'. The Land Regulator and the city's Public Centre for Social Welfare would build a thousand rental homes on their territory, both at social rates and for the middle class. From 2007 to today, hundreds of new homes have also been built in Neder-Over-Heembeek. All of them are passive homes, ensuring that energy costs remain minimal. One downside is that the homes are difficult to reach by public transport.
