Meppen er administrationsby for Emsland kommune og en selvstændig kommune i vest for Niedersachsen, tæt på grænsen til Holland.
Meppen ligger i centrum af Emsland ved udløbet af Hase i Ems. Cirka en halv kilometer før dens udløb i Ems optager Hase Dortmund-Ems-kanalen, som løber syd for Meppen i et kunstigt skabt vandløb. Nord for Meppen anvendes for det meste den forbedrede flod strækning af Ems til Dortmund-Ems-kanalen.
