Kirken blev grundlagt i det tiende århundrede af biskop Heraclius på en ø, der var omgivet af to arme af Maas. Indtil den franske revolution var den en af de syv kapitalkirker i byen. Ved konkordatet i 1801 blev Sankt Pauls Kirke hævet til den nye katedral i bispedømmet, da den gamle Sankt Lambertus Katedral blev nedrevet i 1794 under opstanden i Liège.
