Oprindeligt blev der planlagt en motorvej gennem dette område. I 1977 besluttede Jette kommune dog at anlægge en park i Molenbeek-dalen. Denne park skulle forbinde Laarbeekskovet, marsken i Jette og Ganshoren, Poelkovet, Dieleghem-skoven og Heilig Hjertehaven. Med færdiggørelsen af den tredje fase i 1989 blev dette mål effektivt realiseret. Ved at forbinde alle grønne områder ønskede man at skabe en nordlig modpart til Terkameren-skoven og Zoniën-skoven i syd og parkerne i Woluwe-dalen i øst for Bruxelles. I anledning af monarkiets 150-års jubilæum i 1980 blev parken opkaldt efter kong Baudouin.
