Bispen var i 793 grundlagt af Liudger. Til bispedømmet hørte oprindeligt derfor også en del af de områder, hvor Liudger prædikede. I Nederlandene vedrørte det den nordlige del af provinsen Groningen og en lille del af provinsen Friesland.
Indtil 1559 omfattede bispedømmet også den største del af den nuværende provins Groningen og kommunen Achtkarspelen i Nederlandene, nu i bispedømmet Groningen-Leeuwarden og den vestlige del af Ostfriesland, nu i bispedømmet Osnabrück. Den del af Ostfriesland, der i dag tilhører Münster, var historisk en del af bispedømmet Bremen.
