Det ligger halvvejs mellem Parc des Buttes-Chaumont og Cimetière du Père-Lachaise på Belleville-bakken. På det højeste punkt er der en terrasse med panoramaudsigt over byen. Det er, efter Montmartre, det højeste punkt i Paris.
Bakken har tidligere været en vinmark, en festplads og en gipsmine. Den 30. marts 1814 fandt der en blodig kamp sted mellem franske og russiske tropper.
Den nuværende park er designet af arkitekten François Debulois og af landskabskooperativet API under ledelse af landskabsarkitekt Michel Viollet og blev åbnet i 1988. På grund af problemer med jordens stabilitet og sikkerheden af legeudstyret måtte der ske tilpasninger, som blev afsluttet i 2008.
