Den italienske by Voghera ligger i den norditalienske provins Pavia. Området, hvor byens ligger, kaldes Oltrepo Pavese; det er et af de få områder i Lombardiet, der ligger syd for floden Po. I romertiden bar byen navnet Vicum Iria. I 1748 blev byen udnævnt af den piemontesiske regering som hovedstad i en provins, der udover Oltrepo Pavese også omfattede en del af den nuværende provins Alessandria. I dag er Voghera et vigtigt trafikknudepunkt. Bakkerne syd for byen udgør et vigtigt vinproducerende område.
