Seine Behörde heißt Bezirksregierung Düsseldorf und ist als Regierungspräsidium eine staatliche Mittelbehörde im grundsätzlich dreistufigen Aufbau der staatlichen Verwaltung des Landes. Sie ist die allgemeine Vertretung der Landesregierung im Regierungsbezirk, sie bündelt die Tätigkeiten der Fachressorts, sie übt Aufsicht aus und koordiniert das staatliche Handeln. Ihren Hauptsitz hat sie im historischen Regierungsgebäude an der Cecilienallee 2 im Düsseldorfer Stadtteil Pempelfort.
