Die Werchowna Rada ist nach der Verfassung das einzige gesetzgebende Organ im Einkammersystem der Ukraine. Parlamentspräsident ist seit dem 29. August 2019 Dmytro Rasumkow . Versammlungsort der Werchowna Rada ist das gleichnamige, 1939 fertiggestellte Parlamentsgebäude in Kiew. Die seit 1938 bestehende Werchowna Rada hat gesetzlich 450 Sitze.
Die Werchowna Rada ist einziges gesetzgebendes Organ und steht als solches der durch den Präsidenten und das Ministerkabinett verkörperten Exekutive gegenüber. Die Aufgaben richten sich vorwiegend nach den Artikeln 85 und 92 der Verfassung.
