La construcción del monumento de Waterloo tuvo lugar entre 1823 y 1826. Se necesitaban 290.486 m³ de arena para erigir una colina de 40 metros de altura. En la cima de la misma se colocó un león de 28 toneladas de hierro fundido sobre un pedestal de 4,5 metros. El león en sí es un diseño del escultor de Mechelen Jean-Louis van Geel. Un anillo subterráneo de ladrillos sostiene el monumento. El diseñador del conjunto fue el arquitecto Charles Vander Straeten, arquitecto privado del Príncipe de Oranje y, finalmente, (Rijks-)Arquitecto de los Palacios Reales y Edificios del Estado (primero solo en las Provincias del Sur, más tarde en todo el Reino Unido de los Países Bajos).
