El 22 de mayo de 1936, dos días antes de la primera ruptura electoral de la extrema derecha, los militantes socialistas de Amberes Albert Pot y Theophiel Grijp son asesinados en la Plaza de la Ópera por un fascista. Esto marca el inicio de la mayor huelga general que Bélgica ha conocido jamás y también el comienzo de su moderna seguridad social. La población estaba, de hecho, consternada y furiosa por estos eventos, y las manifestaciones se transformaron en huelgas. El gobierno se dio cuenta de que debía hacer algo y luego introdujo el congé payé o vacaciones pagadas.
