El observatorio popular de Tirschenreuth fue fundado en 1964 por Gerhard Franz y es una instalación astronómica única en la parte norte de Oberpfalz. La transmisión de la alegría por la naturaleza es la prioridad del observatorio. Actualmente, el observatorio ha sido renombrado en honor a su fundador como Gerhard-Franz-Volkssternwarte.
El propietario es la escuela de educación de adultos de Tirschenreuth; el observatorio popular es gestionado por la comunidad de trabajo astronómico de Tirschenreuth bajo la dirección de Peter Postler.
