Es el edificio más alto de la ciudad y además tiene su valor histórico, pues en ese sitio se celebró la entrevista entre los generales Bolívar y San Martín, ocurrida el 26 de julio de 1822, cuando la casa era una vivienda familiar de propiedad del banquero español Manuel Antonio de Luzarraga y Echezurria. Por ello, en su fachada están empotradas dos placas que testifican el hecho y resaltan la importancia del lugar.
