Como resultado de la anexión de Lombardía del Reino Lombardo-Véneto al Reino de Cerdeña, se emitió el decreto Rattazzi, que reorganizaba la estructura administrativa del Reino, dividido en provincias, a su vez divididas en distritos.
El distrito de Voghera fue creado como división de la provincia de Pavía; el territorio correspondía al de la suprimida provincia de Voghera del Reino de Cerdeña, que pertenecía a la división de Alessandría.
