Monument symbolisant les libertés de la cité, le terme Perron désigne la colonne en pierre constituant la partie supérieure de l'édifice. Le duc de Bourgogne Charles le Téméraire, voulant punir les Liégeois et montrer sa mainmise sur la principauté, l'expédia à Bruges en 1468. Il ne fut restitué qu'après la mort du Téméraire en 1477.
Après avoir été jeté à terre par une violente tempête en 1693, le Perron actuel fut reconstruit par Jean Del Cour. Ce dernier ajouta au monument le groupe des Trois Grâce, nom donné aux personnages féminin supportant la pomme de pin plantée d'une croix. Il constitua également la fontaine élevant l'ouvrage.
