Sur cette pierre monolithique de 1,5 m de haut, se trouve une plaque commémorative avec les photos et les noms des prisonniers de guerre de la commune de Sugny en 1940, ainsi qu'une reproduction de la colonne du congrès. La pierre a été érigée après 1945.
Chaque année, le 8 mai et le 11 novembre , après la messe commémorative, un hommage est rendu aux anciens combattants devant ce monument.
Les hymnes nationaux belges et français sont joués et les drapeaux belges et français sont hissés.
