Kehl est une commune allemande du Land de Bade-Wurtemberg et de l'arrondissement de l'Ortenau . Avec une population d'environ 37 000 habitants au 31 décembre 2020, la commune de Kehl constitue la partie est de l'agglomération de Strasbourg ; elle fait partie de l'Eurodistrict Strasbourg-Ortenau et forme avec Strasbourg l'espace transfrontalier Strasbourg-Kehl, une « eurocité » de l'Union Européenne.
