La ville portuaire d'Emden en Ostfrise dispose d'un plus grand nombre de bunkers préservés. Pendant la Seconde Guerre mondiale, à partir de 1940, 35 grands bunkers de protection aérienne et 141 petits bunkers antichocs ont été construits à Emden. Cela peut s'expliquer par l'importance d'Emden pendant la Seconde Guerre mondiale en tant que site portuaire et de chantier naval, ce qui a entraîné des attaques aériennes correspondantes.
