Libourne est une commune du Sud-Ouest de la France située dans le département de la Gironde dont elle est une des sous-préfectures, en région Nouvelle-Aquitaine.Cette ancienne bastide fondée au XIIIe siècle par Roger de Leybourne, sénéchal de Gascogne pour le roi d'Angleterre, est aujourd'hui la principale ville de l'est du département. Forte de 24 257 habitants en 2019, au cœur d'une unité urbaine de 34 856 habitants en 2012 et d'une aire urbaine de 36 144 habitants, elle s'inscrit dans l'axe Arcachon-Bordeaux-Libourne, aire métropolitaine concentrant près de 1 250 000 habitants.
