Il Velatepas o Belate è un passo montano nei Pirenei baschi nel nord della regione spagnola della Navarra. Il passo è alto 847 metri e collega Pamplona a sud con la valle del Bidasoa a nord. Tramite quest'ultima valle si può raggiungere Irun e la Francia.
Il percorso del passo era già utilizzato ai tempi romani. Sul passo sono visibili resti di questa antica strada con alcuni menhir lungo il vecchio tracciato. Il viaggio attraverso il passo è un'importante tappa del cammino dei pellegrini verso Santiago de Compostela. La via Baztan collega Bayonne attraverso il Belate con Pamplona. Il vecchio percorso si dirige a nord attraverso il comune di Baztan passando per il Puerto de Otsonde, alto 602 metri, ma oggi una via più rapida passa a ovest delle montagne presso Hendaye attraverso la valle del Bidasoa. Anche oggi il Velatepas rappresenta ancora un'importante connessione tra il sud-ovest della Francia e città spagnole come Pamplona, Saragozza e Madrid. Nel 1995 è stato costruito il tunnel Belate sotto il passo.
