Het openluchtmuseum, dat bestaat uit gebouwen die de geschiedenis van de stad traceren, werd in 1927 opgericht als Skagen Bymuseum door de inwoners van Skagen. Het heeft ook tentoonstellingen die zich richten op de visserij, reddingsdiensten en navigatie. Oorspronkelijk gevestigd in Skagen's Østerby, werd het in 1938 verplaatst naar de huidige locatie op Svallerbakken in de duinen die grenzen aan Vesterby. In 1997 werd de naam veranderd in Skagen By- og Egnsmuseum. In 2009 werd het geassocieerd met de andere culturele erfgoed musea van de regio onder de titel Nordjyllands Kystmuseum en hernoemd tot Kystmuseet Skagen.
