In gevolg van de annexatie van Lombardije van het Koninkrijk Lombardije-Veneto naar het Koninkrijk Sardinië, werd het Rattazzi-decreet uitgevaardigd, dat de administratieve structuur van het Koninkrijk herorganiseerde, verdeeld in provincies, die op hun beurt waren opgedeeld in districten.
Het district Voghera werd opgericht als een onderverdeling van de provincie Pavia; het gebied kwam overeen met dat van de opgeheven provincie Voghera van het Koninkrijk Sardinië, dat behoorde tot de divisie van Alessandrië.
