The tower was built between 1388 and 1390 by the mason Henri Mérial, behind the property of a certain Marie Spilar.
In addition to the Saint-Jacques tower on the rue du Beffroi and the Monnaie tower on the rue Basse Marcelle, it is one of the three surviving towers of the third city wall of Namur - known as the "Vieille Fermeté".
The tower has a semi-circular plan and is made of sandstone from the Meuse. The first floor is blind except for three loopholes. Two of the embrasures were placed laterally to defend the fortress wall. The second floor has folding shutters to protect the defenders.
