HMNB Devonport est, avec les HMNB Portsmouth et HMNB Clyde, l'une des trois bases opérationnelles de la Royal Navy. Comme son nom l'indique, elle est située à Devonport, un district de la ville de Plymouth. Elle est la plus grande base navale d'Europe occidentale.
La base a commencé comme Royal Navy Dockyard à la fin du XVIIe siècle, mais la construction navale a cessé à Devonport au début des années 1970, bien que les travaux d'entretien des navires aient continué. Les installations de maintenance désormais privatisées sont exploitées par Babcock Marine, une division de Babcock International Group, qui a repris l'ancien propriétaire Devonport Management Limited en 2007. DML dirigeait le chantier naval depuis sa privatisation en 1987.
