El museu va ser fundat el 6 de novembre de 2011.
L'edifici és trapezoïdal, de formigó blanc, amb una característica filera de columnes que recorden braços que sostenen l'aire, inspirats en la pròpia obra de Cocteau. Dissenyat per Rudy Ricciott.
La col·lecció es basa en la donació de Séverin Wunderman en 2005 : més de 1800 obres, de les quals aproximadament 1000 són del propi Cocteau. La col·lecció inclou dibuixos, pintures, litografies, ceràmiques, tapissos, cartells, objectes personals i fotografies: un total de més de 2400 peces.
A més, conté exposicions temporals (com a obra gràfica, cartelleria o multimèdia), espais educatius, espai de tallers i documentació.
