I de Kongelige Museer for Skønne Kunster hænger Bruxelles om morgenen af Joseph Stevens, fra 1848. Belgien var endnu ikke 2 årtier gammelt, men det var amroe trumf. Talrige plager havde hjemsøgt landet, og overalt var der tiggere, hjemløse og røverbander. Maleriet viser en flok udmagrede hunde og hjemløse i det første sollys. Det sted, hvor dette billede blev observeret af Joseph Stevens, var i det Europæiske kvarter, som dengang stadig var et område med fattigdom og kval.
