Nordhorn er hovedbyen i Landkreis Grafschaft Bentheim i det yderste sydvestlige Niedersachsen ved Vechte. Byen er en medlemskommune i Euregio, grænser direkte op til Holland og ligger ikke langt fra den nordrhein-westfalske statsgrænse. I planlægningsmæssig henseende er byen klassificeret som et middelcenter med delfunktioner af et overcenter og har status som en "selvstændig kommune". I året 2020 var der ifølge folkeregisteret 55.136 indbyggere med fast bopæl i byen Nordhorn.
