Isselburg er en tysk by, beliggende i Kreis Borken, i delstaten Nordrhein-Westfalen. Byen har 10.758 indbyggere på et areal af 42,73 km². Den ligger ved Issel, som i Nederland hedder Oude IJssel, og har fået sit navn fra denne flod. Naboer til byen inkluderer blandt andet Bocholt og de nederlandske byer 's-Heerenberg, Terborg og Doetinchem.
