Meppen er hovedbyen i Landkreis Emsland og en selvstændig kommune i den vestlige del af Delstaten Niedersachsen, tæt på grænsen til Holland.
Meppen ligger i centrum af Emsland ved udmundingen af Hase i Ems. Cirka en halv kilometer før sin udmunding i Ems tager Hase Dortmund-Ems-kanalen op, som løber syd for Meppen i et kunstigt skabt vandløb. Nord for Meppen anvendes for Dortmund-Ems-kanalen for det meste den forbedrede flodløb af Ems.
